Rachel was born in Longview, Texas on May 20, 1976 to Jessie Cox and Barbara O'Neal Cox. The family moved to West Texas for a while, but eventually settled in Paris. She was a 12 year employee of Walmart 148 in Paris. She excelled at every task that was handed to her on her job. While working there, she met many lifetime friends who will never forget the great memories they shared. Rachel was a founding member of Life Church of which she was still a member. She served as a teacher to the youth for many years.

She was preceded in death by her father, Jessie Cox and very special step-dad, Kenneth Smith, by her father-in-law, Wesley Williams, whom she cared for in his last days and by a sister-in-law, Natisha Cox.

Left to cherish her memory is her husband of 19 years, James Williams; her mother, Barbara Smith; a sister, Jessica Cox; a brother, Thomas Cox and wife, Suzan; a niece, Ayanna Cox; nephews, Daniel and Jacob “Jake” Cox; an adopted brother, Bo McCaherty; her beloved in-laws, Norma Williams, Debbie and Steve Hill; a special long-time friend, Tina Gaede; as well as a host of aunts, uncles, cousins and other friends.
